Reversing out-migration in Uttarakhand: Harnessing local resources and promoting sustainable livelihoods

Abstract
Out-migration from Uttarakhand's mountainous regions has become a significant socio-economic challenge. Over 1,700 villages have been entirely abandoned, earning the label "ghost villages" as residents migrate to urban centers for better livelihoods. This trend is driven by limited job opportunities, insufficient healthcare, poor education facilities and harsh living conditions. Economic constraints, including the absence of industrial development and declining agricultural viability, are major contributors. Poor infrastructure, inadequate irrigation, and reduced agricultural productivity make subsistence farming unsustainable for rural households. The lack of quality healthcare and education further compels families to move to cities like Dehradun, Haldwani, or even other states.
The state government has introduced lots of initiatives to support self-employment and promote rural enterprise. Skill development programs aim to equip the youth with tools for local employment, while tourism-focused policies seek to leverage Uttarakhand’s natural beauty to create sustainable job opportunities. However, addressing out-migration requires systemic improvements in infrastructure, education, and healthcare. By making rural areas more livable and economically viable, Uttarakhand can curtail migration and achieve balanced regional development, ensuring the preservation of its unique culture and environment.
